Event Security

The primary aim of licensing Event Security Personnel is to protect the public by setting requirements in the areas of training, suitability and service provision.

Event Security Contractors have required a PSA licence since the 1st November 2014. However, licensing of Event Security Personnel comes in to effect from 1st March 2020. From this date any person providing a security service at an event will require a PSA licence. Persons providing security services in periphery areas will require a Security Guard (Static) Licence. Persons providing security services in the entertainment areas will require a Door Supervisor Licence. The PSA have made arrangements with licensed event security contractors for the provision of temporary staff. Individuals seeking a temporary licence from the PSA must successfully undertake training in accordance with PSA 49. Only PSA contractors licensed to provide Event Security services may provide this training. The training shall be delivered by a competent person assigned by the licensed contractor for such purposes.

The following regulations will apply to licensing:

1.    All event security employees must be in possession of a PSA licence.

2.    Existing Door Supervisor licences may be used in the entertainment area.

3.    Existing Security Guard (Static) licences may be used in the periphery area.

4.    Temporary Licences (Event Security) may be used in both the entertainment and periphery areas except for the following,

  • Extraction teams,

  • Pit area.

    5.    The fee for a Temporary Licence is €40.

    6.    A Temporary Licence will be valid for 9 months.

    7.    Applicants for a Temporary Licence will have to be vetted by the National Vetting Bureau and meet the PSA’s Fit and Proper criteria in order to be granted a licence.

    8.    After 9 months, a Temporary Licence holder may apply for a full Door Supervisor or Security Guard (Static) licence provided they have completed the prescribed training.

    9.    Only one Temporary Licence will be provided to each applicant. If an applicant, wishes to provide event security services after 9 months or the following year, they must apply for a full licence.

    10.  In 2020, the maximum ratio of Temporary Licence holders to Full Door Supervisors or Security Guard (Static) Licence holders is 3 to 1 (75%). The ratio of Temporary Licence holders must never exceed 75% in either the entertainment or periphery areas.

    11.  In 2021, the maximum ratio of Temporary Licence holders to Full Door Supervisors or Security Guard (Static) Licence holders will be 1 to 1 (50%).

    12.  Applicants for a Temporary Licence will have to complete a 1 day (7 hour) training course.
